Since 2005, the Landau Network-Centro Volta (LNCV) has developed, with the support of the Italian Ministry of Foreign Affairs and in collaboration with the Iraqi National Academy of Science (INAS) and Iraqi universities, the LNCV Cooperation Program with the Iraqi Academic and Research System aimed to enhance the comprehension of the current Iraqi scenario and to implement human capacity building activities for the valorisation and upgrading of Iraqi human, scientific and professional resources.

Stemming from the activities held in the past three years, and thanks to the support of the Italian MFA (General Direction for Development Cooperation), the LNCV is planning a set of new initiatives addressed to Iraqi professors, researchers and PhD candidates.

The program is articulated in five projects, aimed to favour the updating and the valorisation of different professional profiles through intensive postgraduate and formation courses, to be held in Italy. In detail, these courses are:

  1. Postgraduate Course for Iraqi economists in the framework of the Master in International Relations and Management of ASERI;
  2. Postgraduate Course in vegetal genetics and food security: Maize as a study case;
  3. Postgraduate Course “Electron and Ion Microscopy and Micromanipulation: common principles and advanced methods in applied sciences”;
  4. Postgraduate Course on “Clinical education & health management for the psycho-physical recovery”;
  5. Postgraduate Course in Internet Information Technologies.

In order to participate in the selection process, applicants will have to obtain the written authorization of the Iraqi academic and research institutes they belong to. These institutes will be in charge of submitting the candidate’s profile directly to the LNCV within the deadlines indicated. Only Iraqi academic and research institutes are entitled to select possible candidates and to submit their applications for the courses: independent / autonomous candidatures will not be accepted.

In attachment you can find a document with useful information about the initiatives and the selection procedure.

North Africa in a Transatlantic Context: Policy Convergence in Turbulent Times?
Villa Olmo, Como, 15 dicembre 2008

Organised by

Landau Network – Centro Volta and Chatham House
With the support of

Unità di Analisi e Programmazione - Ministero degli Affari Esteri

German Marshall Found

British Academy

The Workshop represented an opportunity for high qualified experts to debate on EU and Northern African regional policies. In particular arguments of discussion were the transatlantic visions according to different security and stabilization policies towards Mediterranean coasts.

During the first session the issue of security played a leading role, especially in terms of local conflicts in Northern Africa, migration flows, possible terrorist threats and their consequent effects on Mediterranean Countries.

The second session focused on the impact that current financial crisis may have in terms of reforms, privatizations and foreign direct investments in Mediterranean countries.

The third main topic discussed was security from a political point of view. It was underlined that elements such as good governance, democracy and security have different priorities according to the country they refer to and that security often prevail on the other elements. Internal reform movements play a leading role as well as the civil society development.

Future EU and US policies in the Mediterranean were analysed in the last session in order to better understand possible convergences and synergies among the Mediterranean countries, which have to work together on common policies, challenges and problems, without waiting for external support.

The workshop, in this sense, was particularly important as significant moment and step towards the reinforcement of the inter-Mediterranean dialogue.

The international workshop on Reconciliation, Reconstruction, Representation: Shaping the Future of Iraq was organized in order to analyse the multidimensional aspects associated with the stability, the regional security relations and the current trends of the new Iraq and of the Middle-East.

It represented a follow up of the LNCV Workshops that had been held in Como in the previous years since 2005.

Several members of the Iraqi Parliament and Government, different Iraqi ethno-religious communities as well as Iranian and Western experts took part in the Workshop. Some issues of discussion have been: the stability of the new Iraq and the institution-building phase consequently to the improvement of the security framework; the agreement between Iraqi and US Governments on US troops withdrawal within 2011 and the gradual handover of power to the Iraqi national forces have been issues for discussion; the possible modalities to reach a real reconciliation between the different ethno-religious parts and the role that regional countries and International Community could play to support the country stabilization and normalization process.

Part of the discussion was dedicated to the country economic situation and to the current reconstruction process, taking into account also the importance of oil resources for the country and the problems emerged concerning their management under an administrative and a legal profile.

In the last session the discussion focused on the importance and the role of the US-Iraqi-Iranian relationship in view of the stabilization of the area.
