The initiative aimed at providing a platform for open dialogue between representatives of the Democratic People’s Republic of Korea (DPRK), of the Republic of Korea, representatives, officials and scholars from the international community, in particular from  Europe, and the main international players. The initiative further witnessed the long process of engagement which had been initiated by the Italian government, following the opening of diplomatic relations with the DPRK in the year 2000.

The main topics of the current 2008 edition concerned in particular the on going process and the long term perspective of a peaceful political and economic  development in the Korean peninsula and in the wider NE Asia Region. The Workshop discussed as well the different initiatives related to inter-Korean relations; the sustainable energy and economic cooperation; the redirection of some nuclear specialists to civilian activities; the possibility of establishing of an international scientific centre in the DPRK and the potential role of Europe and Italy in this respect.

Cooperative Stability in North-East Asia in the Aftermath of the latest Round of the 6-Party Talks

This workshop is the fifth edition held in Como since 2002 of the annual conference organized by the Italian Ministry for Foreign Affairs with the Landau Network-Centro Volta. This initiative aims to provide a platform for critical dialogue, in a track-2 format between DPRK representatives and officials, semi-officials and scholars of the international community.

The main aim of the Workshop was to analyze the regional and international opportunities and actions in the aftermath of the February 13 Joint Agreement on DPRK nuclear disarmament resulted from the fifth round of the 6-party talks (6pts) and the foreseeable steps to achieve also the political-economic normalization of the DPRK within the international community, the strengthening of the stability and security in the Korean Peninsula (KP), together with the complete denuclearization of the KP. The Workshop was also aimed to suggest some ideas, initiatives and the set up of a possible European role, also at the level of the participation at one of the Working Groups indicated in the Joint Agreement, and, in a broader context, to facilitate the chances of a breakthrough on the DPRK disarmament talks, the enhancement of mutual trust and the establishment of tailored confidence building measures (CBMs) in the region.

The Workshop wanted to create a constructive environment for the 6-party talks enhancing the political dimensions and favoring the building up of mutual trust among all the key actors of the nuclear negotiation.

The Workshop key topical sessions were addressed to the following issues:

  • Security Environment and Strategic Stability in North-East Asia.
  • The “Six-party Talks”, the Joint Agreement of September 18th and the Aftermath Building of Trusts.
  • The Economic and Energy Assistance towards the DPRK.
